Jira Administration: Creating Notifications for Project Managers

If you are a project manager or otherwise the official lead assigned to a project in Jira, you want to keep track of the work that is being done in your project. This is not an easy task, even with notifications and filters and JQL and reports in JIRA. Email notifications are nice because you can receive an email when changes are made to issues in Jira, depending on how your notification schemes are configured. Wouldn't it be great, if you could receive an email notification every time a new issues is created or when a closed issue is "reopened?" Most project managers would say "yes," especially to receive a notification when a closed issue is reopened. After all, the issue was closed for a reason, and a project manager needs to know when issues are being reopened. The problem is that this notification scheme does not exist in Jira by default. However, with a few Jira Administration changes, you can create a notification scheme do to that.
